GSA links would only be worthwhile if they are indexed, and indexing has been taking a while. I would suggest you make use of different indexers, read reviews so you go for those that help you get quick indexation.

For the money site, although it may be possible to rank with spun content, I would suggest otherwise. But for backlinks, especially churn and burn, spun content would be quite useful.

I am not sure linking out to a single site from your PBN would offer you the best value, you will need more links from other sources as well. But it will all depend upon your niche.

Do you recommend several low value items for promotion or a few high value ones?
