It's just recommending that you have 2,000 followers. You don't need 2,000 followers to use the tool. Just click on "BlastFollow" on the left-hand sidebar. Then, select "AutoFollow" from the menu below. You'll be taken to a screen where you can enter a hashtag and start following people.
