The answer lies in the same way that Walmart makes money. Mass quantity over quality. And some people don't make a profit the first 1000 sales, they just want to get their reputation up before they start selling for profit.

Hey Boston, I'm 99.9% sure that the law only applies to actually sending emails. I've never heard of an entire domain being banned. Since that would then also happen with hotmail etc. Hope this helps a bit. Maybe somebody else has more insight.
