It's been down for about a week. Joe said they are working on a new method for upvoting comments using Internet Explorer. I'm also making almost no money from CPA because of this feature being down. Would like to see it be fixed as quick as possible. :)

There is no way to bypass that I have heard of. Your best bet would scrape all of the people who you want to message and use an automated program to send out your message. Keep in mind you'll need one account for every 25 people you send a message to.

Dam dude, I'm sorry that happened to you. I once lost a few accounts with video's over 100K views. All of the accounts had a simple password and were all networked together so it was easy for the "hacker" to gain access to all of them. I contacted YT about it never got a reply.

Honestly I wouldn't say there is a "Best" network. You just need the find the best network for you. Try testing each network for a few days each and compare results. All outcomes can vary depending on your niche and what network you're using with each niche.
