One thing that is often overlooked is ad scheduling. I have watched the same campaign be a lot cheaper and perform even bettr just by removing low performing hrs rather than trying to find new sources of triaffic. Sometimes the savings are from cleaner traffic, not the cheaper clicks.
One thing that I look for is consistency after updates. Generally if rankings stay the course and do not need to be fixed after every update, it is a gud sign the strategy is built on a gd foundation. Quick wins are great, but a stable 6-12 months are much better than a spike in traffic.
I think topical completeness is more important than the keyword variation. Pages that remove the need to click through to another result tends to do better.
