You cannot have high budgets on a new ad account, this is highly suspicious to google. You need to purchase old accounts with already high spending history (will cost you thousands) or look into churn and burn accounts if you are looking to keep costs low.

Just use fresh VCC, best practice warm up the ad account with search campaign with minimum few impressions in campaign and then turn it off. Do this before connecting it to merchant center. If you get suspicious payments appeal, 99% you get it back if you appeal this correctly.
