Never had an issue with this, but I usually add 2 at most if it is needed.
I never add more than 2, I just don't build my websites in a way where 1 post caters to 3 categories or more.
Any new account will have issues.
You need to start slow with the spending.

There can be a million things that are wrong on your end.

ip
CC
etc
You look for keywords/topics that are not covered by anyone.
You compete with user-generated content, Reddit, Quora, any website that is a forum or something similar.
Just select something you like and do some research based on it.
If you can't do that, then just google "niche list" and read through and pick something you find interesting.
Your IP is not the only thing they are following to see if you are a unique user or not.
