Are you asking about CTR in ads (e.g. AdSense), or in SERPs (e.g. Google)?
For ads:
1. Try to load them as fast as you can.
2. Try different layouts and ad positions on your website.
For SERPs:
1. Rank higher. I know it sound pretty obvious, but the position is key when it comes to CTR. Top 1...
If you want it for business, then you should go with .com in this case.
I'd also consider TLD's like .net, .dev. etc, but remember some customers can get it wrong sometimes and try to access .com version.
