I use build my rank quite regularly and use those posts as tier 1 links. There's also the VIP network by Schwagoo which is "free" but you need to provide 5 1+ PR domains and have them on C class hosting.

No problems here. You need to diversify your linking strategies though. From what I've heard, Panda is a filter not part of the ranking algo.

SEnuke is legal per se. There are no laws which say that it is not. However, it is against the TOS of all the sites and if someone wants to mess with ya, they can complain to your provider and have you shut down. But its not illegal, make sense?
