Maybe just for their documentation. I just asked my supplier the invoice and submit to 2checkout. Then they approved my application.

For 2checkout application you have to make sure you include Contact us, Shipping Policy, Refund Policy in your website. They don't like Free+Shipping store and make sure you have invoice from you supplier.
