I don't say they are good, but from my experience not bad as well. I know sites ranking well with being spammed by this bot... who knows maybe for another sites it can be negative. It seems like it just scrapes pictures and spams everything on it's way.
Linking your pictures, stuffed with keywords? Sounds like a bot which hitting actually a lot of sites nowadays.
Sites I am working with haven't been penalized for it and I don't think it's a negative SEO
Do you mean OBL of your site or OBL of your backlinks?
In both cases OBL quality is included in TF metrics. Correlation with outgoing links is not so strong as a correlation with backlinks, however it exists.

I have faced such sites in the past when worked as outreach seo. They are basically non-commercial. Sometimes when I asked webmasters regarding buying df-links, they responded they didn't know what is a df-link or even seo.

Some authoritative sites indeed offer do-follow link sponsorship. For, example, myPhpAdmin and Apache. But the rates as you may guess far exceed $50.

however, many webmasters suggested me this option. In average $50 per article (on sites with traffic and good metrics 30+, 40+). Can be less or much more. Often rates are negotiable.
I would advice to look at ahrefs and moz metrics as well besides...
What kind of links do you have in mind? Homepage text ads? Provide an exampe.
There are more things to consider than just tf\cf when searching for quality sites-donors and evaluating them.
