Lot of advertising networks seem to use a bid system per click. Why would one bid above the minimum bid ?

Never tried PPC before so sorry for the newbie question. I have made simulations with AdXpension and Exoclick. I did not fully understant how the bid system works so if someone care to explain it would be great. Also, any other networks to recommand ? Basically, how much would 1000 clicks...
