We need simple directory link submission, forum participation, blog commenting etc. $50 budget to start with. What can you do?

So... I have the capability to put backlinks on 2.8 million pages. They are divided on 10.000s (30,000-50,000 I would guess) of sites on just as many servers, locations and IP's. They are not my sites. Some are shops, some blogs, some CMS some propietary coded etc. There is no "connection"...
