I have a decent keyword where the top 2 results in google are .gov and then there is a bunch of news sites like the bbc, reuters or newspaper sites. They seem to change the whole time as new content is posted. Are these sites very difficult to outrank?

I've read here from a few people that its not a good idea to monetize a url shortner, can someone please explain why? Thnak you.
