does anyone know anything about it? i got an offer from a partner and they said they will refund the money i spent on facebook ads, they will pay me 40% of that money, is it really safe and exist?

I don't have much experience in hiring an agency to run my advertising campaign on FACEBOOK so I need your advice. Currently I want to spend about $300 a day, is that too little? If I want a fee of only 5%, is that reasonable?
