do we need to be jr vip to buy from the marketplace?

i see lots of threads that sell proxies, fresh proxies, etc but i don't see threads / marketplace services offering to sell forwarding numbers for the usa. i'm looking for real phone numbers forwarded not voip numbers. can someone point me in the right direction?
