You hould have a domain name and a web hosting account, then go to wordpress.org, download wp and install it into your server.

Scrapebox commenting is not done to attract visitors, it's an aid to make your site stand out in G's serp, so it actually depends on your keywords and competition.
Almost everybody will tell you to go the WP way. I say go html if you're not planning on a big site. The benefit would br the lack of a database (so that's one less security issue to worry about) and less disk usage. But be warned: You're gonna have to do everything by hand, including stuff like...
