Dude it's not registry corruption, they edited boot.ini via msconfig and it is stuck in a safe mode loop. NOT UNCOMMON.

Another option if you have a add on video card is to uplug it and use your onboard video. The reason being is safe mode can freak out and reboot when 3rd party add on video cards are installed and it does not have any driver to use with it.
It's not the memory/hardware people, simple boot.ini fix. Any XP or 2000 cd will get you into recovery console. Boot to the cd (hit any key when it says "press any key to boot to cd") From the setup menu choose repair, then recovery console.
OK what happened is boot.ini is now saved with the /safeboot switch since you modified msconfig. The only way to recover is to boot to your xp cd, choose recovery console and run the "bootcfg /rebuild" command. It's quite easy if you have the cd. That should reqrite boot.ini without the...
What is the last driver you see loading when you try safe mode? Have you tried the last known good config option? Do you see an option to disable automatic restart on error?
