AFAIK try reset the phone and wait for 2/3 days. TikTok seems to store the device udid for 2/3 days (not more because what would happen if you sell the phone to another person)

there are a lot of things you can do to achieve this. Reinstall the app (tiktok does have an install id), clear the caches, generate a new advertise id, change IP etcetera...

It seems like you're account is being shadowbanned, try follow a random person and go back to your profile. See if the follow has been added to your counter. If it was not the case then you're shadowbanned my friend...
