Is it possible to get recommended in other regions on TikTok, Instagram?

Aside from using a proxy of your target region and a dedicated mobile environment for your account, take some time to scroll through content in your niche from your target region (you can use this as a warm-up for the account) and see what topics/videos are trending there.
Do not translate directly from your language; pay attention to the slang and expressions that locals use. Post at the active time of your target audience.
Check the current geo of your account; if it's mostly local, then consider using a new account.

I don't think your location will limit your reach that much. The platforms also look at things like language, engagement, and who interacts with your content. If you post in English and people from Europe or North America start engaging with it, your content can reach those audiences too. It might take some time to find the right audience, though.

The region setting doesn't do much on its own, the algorithm mostly goes off your IP and SIM so your first views will still be local. If you want Europe or North America you need the whole setup pointing there, like a residential proxy from that country (floppydata, oxylabs), otherwise it's an uphill fight.

I knew that to reach another region or go viral in another country/language the first thing is the SIM or the IP but I truly believe that using hashtags we could target the audience.

the part most people skip is the consuming side, the fyp of the account is the best indicator of where it actually sits. i dont post anything until the feed is mostly us/uk content, usually takes few days of just scrolling and liking there. also match the device langauge, timezone and keyboard to the target country otherwise the signals fight each other. your first 3-4 videos pretty much lock the audience pool so dont burn them while the account still reads local
