I feel both aspects matter but even great content will have difficulties in being found if the site architecture makes it difficult for search engines to crawl key pages i would look into the sites internal links navigation and hierarchy first

In my opinion I’d check internal linking and whether important pages are too deep in the site before rewriting good content. Also, check for orphan pages and multiple URLs targeting the same search intent.

Sometimes fixing these structural issues can improve visibility without publishing more content.

good content brings value, but a clear site structure helps people and search engines find it.

If your categories are too broad, visitors may struggle to find the exact topic they need.

Goood content matters alot because it gives reason to audience to visit yout website but at the same if your site structure is messy great content might struggle aswell

Check for orphan pages before rewriting articles. Compare your sitemap with an internal crawl to find important pages lacking internal links. Add contextual links from related articles, then monitor those pages before changing their content.

Yes both are important but if the layout of your website is confusing it will affect your results navigation and linking will help
