I've been handling a lot of accounts with this flagging issue. Basically, the number one reason for this is the mismatch of the billing country and currency.

For example, using an Indian card to a US Meta account. Also dont try adding one to two cards in a very short time. repeated declines will also get your account banned.

If you have a real account and card, then its a different story. You can review account quality and upload your proof or business document that matches the card name. Meta usually reverses a lot of payment flags when you contact their support and make sure you add the card once the account looks consistent.
