Finance is one of the categories where Google wants everything sorted before the first ad goes live, so the order matters:
1. Check the country rules first. In many markets Google requires financial services verification before you can advertise things like loans, investments, crypto or insurance. It checks that you're authorized by the local regulator in that specific country, so a licence in one GEO doesn't cover another.
2. Make the landing page match the licence: legal entity name, licence or registration number, physical address, clear fees and risk disclosures where they're required. Reviewers compare the page with what you submitted.
3. Do advertiser verification with the same legal entity. A mismatch between the payments profile, advertiser verification and the licence holder is one of the most common reasons applications stall.
4. Keep the ad copy conservative. No guaranteed returns, no "instant approval", no rates you can't back up on the page.
5. Read the Financial services policy page for every target country. Personal loans in particular have extra rules in some regions, like minimum repayment periods and APR caps.
If your finance clients are spread across several countries, keep one checklist per GEO, because the requirements genuinely differ. That's a big part of what we do at PPC Rebels for clients in regulated niches: getting verification and certification in order before launch, rather than appealing after the first disapprovals.
