js use chat for the script, throw it into google flow or vsub.io to whip up and animate the character, and slap it all together in capcut

As a newbie, don't rush into complicated software. Try FlipaClip if you want to draw your own characters, or Stick Nodes if you prefer working with ready made stick figures.

There's a free app called Animated Drawings. I think you could give it a try.
