This could be due to payment verification or account trust issues. Check Meta’s Account Quality, verify your business details, and appeal restrictions through official support before creating new accounts.

I would check Account Quality and contact Meta support to find the exact reason, to make sure ur payment details are correct and ur account follows Meta's advertising policies.

you should clean up the accounts that have violations to avoid being scanned by the system and having the advertising account banned, and test the card first by approving a post with a small budget before running the main campaign
