Yeah, it's the pages that have received impressions which should be given priority. I would find out what keywords these pages are ranking on and then modify the content accordingly and work on creating quality backlinks that rank well.

I think both are important, but I’d start with updating content that’s outdated or not performing well. Then I’d focus on relevant, quality backlinks. It really depends on the site and its current issues. What’s been working best for you?
