Yeah, it's the pages that have received impressions which should be given priority. I would find out what keywords these pages are ranking on and then modify the content accordingly and work on creating quality backlinks that rank well.
Updating content at least twice per week is very effective SEO wise. Also getting high quality backlinks from relevant authoritative websites is a must. The question is not either the one or the other, but to combine them for maximum reach SEO wize.
For me, updating existing content and improving internal linking have been working well. Backlinks still matter, especially in competitive niches, but I focus on relevance and quality rather than building links
