Before paying $1k-$3k, I’d look at the SEO process more than whether they call it white hat or black hat. Check what links they’re building, how they handle content and technical SEO, and if they can show real before/after results.

I’d also avoid anyone promising guaranteed rankings. If they cant clearly explain what they’ll actually do with the budget, I wouldnt risk it.

What you look in Black or White Hat SEO

before buying say of pricing 1k-3k USD
Traffic is the single most important factor for any website/blog, therefore I would only concentrate on getting as much as possible, in order to convert it to paying customers and/or monetize it with ads and/or affiliate marketing.

as the dev who gets handed these sites afterwards: ask for the list of links after month one, with urls. the good ones hand it over, the bad ones say "proprietary". then i check if those pages are indexed. black or white doesnt matter to me, whether the links still exist in 6 months does

I always prefer white hat SEO. Before investing $1k–$3k, I would check backlink quality, website relevance, traffic, spam score, anchor text, and the overall link-building strategy. Quality and relevance matter more than just the number of backlinks.

The backlink sources matter more to me than the number of links they promise. Relevant sites and real traffic are worth checking.

You should look for results. You need to see that the seller you are working with is probably good enough to get you results if you pay them 1k-3k.

One of my local SEO client still working with me because he is getting results every month for their business.

For $1k–3k, I'd expect a clear breakdown: link sources, content plan, and technical SEO. If they can't explain the process, the price doesn't matter.

For such a budget, you can get a high-end VPS, GSA SER or RankerX lifetime, and CaptchaX for XEvil or a long-term plan of SaaS Solver, proxies for years, the full setup, and the rest of the money you can invest in other things. Nowadays, we can automate everything and keep it under control. I never had luck with outsourcing; my turning point was learning those things and executing them.
