Revcontent might be cheaper to test, but dont judge by CPC alone. Check which network brings visitors who actually read your content.

Yes, it definitely is about where you can find your audience. I would test out a few sites and make comparisons between clicks and conversions rather than engagement.

I do not think one network is always the best. Test all three with a small budget and compare bounce rate, time on site and cost per engaged visitor.

Taboola and Outbrain can perform differently depending on your blog topic, so a small test on both may tell you more than general reviews.
