I don't think full automation exists for Spamhaus. Their removal process is manual on purpose, with bot checks and a history of repeat requests per IP (maybe a workaround is a script which rotates fresh proxies). Even if you get delisted fast, if you don't fix the content or list quality they'll relist you just as quickly.
