Yes, they take a small cut as a commission. You should look up the domain in a WHOIS database to find the owner's email, or search for the company/owner on LinkedIn to negotiate directly.

sure, it would be easier to have the intermediary but since u pay for his services, u should check what he charges against the esstimated cost of the domain first. u could save this commission if u located the owner urself nd negotiated the deal with him. of course, in this case u would need to verify the ownership nd use some escrow service during money exchange.
