I need to store 20 TB of video data on an offshore VPS. I was with Vsys for four years; can you recommend a provider I can switch to? please My website has been down for two days now.

That sucks, found a solution already?

If still needed, based on first hand experience I can recommend MojoHost

VSYS got hitted by attack in their country which had some effect in their datacenter and destroyed some of their stuff, not all. This is confirmed by them.

At this point. I don't recommend anyone host anything in Ukraine. Always backup, never rely in 1 Ukraine Company. Use with caution and avoid to have everything there. Ukraine never will be safe until everything finish.

What you can do? Wait if you have the server on, backup immediatly everything and move on...
What you can do right now without any answer? If you have a recent backup move on.

Last scenario, just wait for updates for them. This not only affected VSYS, but also other providers in Ukraine with Datacenters. Not all of them are destroyed.

Alternatives of providers:
https://dmzhost.co
https://alexhost.com
https://privatelayer.com
https://ava.hosting
https://flokinet.is

They accept Crypto payments including XMR (Monero) and more. Be sure to check their rules before buy or order. Ask them if you have any question.

20 TB of video is too big for a normal VPS, you’ll want a storage dedicated server with an unmetered port and a CDN in front. And keep a second copy in another country, so one datacenter going down never takes your site offline again.
