options i thought of
- ask family member to create a new account, their payment profile and credit card, fully on their IP and digital footprint, create new domain, run ads. I would use adspower to access the account and resetup the campaign. its basically restarting the business
- buy an account, i saw some providers charge 5-10% or top up fees, but risky in case they disappear with your money
- use an account rental service. pay a flat fee plus % of top up, everything runs through their MCC and payment profile

its a home services offer so its allowed on google, just the nature of the campaign is very aggressive e.g. bidding on competitor keywords

if the suspension is for unacceptable business practices, i'd avoid the family-member, bought-account, or rental routes since they're basically trying to bypass the suspension and can create another policy issue. i'd audit the exact violation and fix the landing page, offer, claims, and tracking before appealing.

before opening anything new i'd check the change history on the original account and see exactly what changed before the suspension.

landing page edits, business info, tracking changes, new ads etc can narrow the trigger down pretty fast. otherwise you can rebuild everything on another account and just carry the same problem over with you.

i'd fix the cause first and appeal the original account.

Looked into various account rental services for whitehat niches. Thought I'd post my review in case anyone else runs into the same problem as me
- Laurel Agency $300USD + 2% top up fee. Fairly professional, setup telegram group chat
- Orangetrail $595USD + 5% top up fee. Fairly professional, setup slack group chat for support
- Adcore Mediablast $1000USD/month flat, no top up fee

There were several others online but they were more focused on blackhat and charged 8-10% top up fees and focused on crypto payments
