Facebook is currently experiencing a period of instability, so no account is truly stable; even those with a strong spending history or those that have undergone a "warming-up" process are no exception.

Match your proxy country and timezone to whatever you set in the browser, otherwise Facebook flags the mismatch fast. For FB specifically, mobile or residential proxies work better than datacenter. Don't overdo the automation early on, just warm up slowly with real browsing. I get mobile proxies from Floppydata and they've been stable for FB
 
Personally, I would keep the AdsPower fingerprint as natural as possible and use a stable IP for each profile. I care more about clean, stable proxies with the right GEO than cheap ones, because I have seen accounts get reviewed after too many IP changes.

Quality of imo proxy is secondary to un predictable account behavior. Constant changes in devices, location or logins would quickly seem strange, so make sure to maintain consistency in set up.
