So, In this scenario , my workflow involves checking the site's CTR ( Click-Through Rate) to ensure it isn't low, reviewing the tittle and description, verifying whether the Search Intent is being addressed correctly, and finally assessing the competition.
 
Do a manual search for your keyword in incognito, if you would not click your own result, neither will anyone else. That usually tells you more than any GSC report)
 
I'd first check the title, meta description, search intent, and SERP positioning to identify why impressions aren't converting into clicks.
