You should compare the new account with the old one on targeting and conversion data. Give the new account some time before trying a rented account.

i wouldn’t assume a shadow ban straight away. i’d check the ad-level status and change history first, especially for bid or budget changes. if everything looks clean, auction insights and impression share lost to rank should tell you whether it’s simply not competitive enough.
 
Honestly I would be careful with rented accounts, If the issue is campaign related then moving to another account may just give you the same problem.

Your ads will be in learning mode for few days or weeks. Then suddenly they will start running. On the other hand you can appeal" the issue and it will be manually reviewed.
 
I think you don’t assume it’s a shadow ban and compare your old and new campaigns to see what changed before spending more money.
