yes, pages that are already getting impresions should always be prioritzed. I would solve the intent/CTR and internal linking issues first before going for the backlinking process.

I don't think one works better for every page. I check the content first, then look at backlinks if the page still needs a boost.
 
Rocket_SEO's point about deciding per page from GSC is the part most of these threads skip. "Update content or build links" isn't really answerable until you know which one the page is short on.

The split I use: pull the query report for that URL and look at where it sits. If it's ranking 8 to 20 with impressions and almost no clicks, that's usually intent or the title, and a rewrite moves it. If it's stuck outside the top 30 while thinner pages sit above it, no amount of refreshing tends to help, that's a competitiveness problem and links are the lever.

The one that catches people is the third case, where the page barely has impressions at all. Updating that is just rewriting something nobody was shown.
 
I say it's backlinks, and content freshness. Both are the best way to let google know that your website is still active, and have worthy content.
 
backlinks are still an important part of seo but the site you get them from matters a lot so i always look at relevance and the quality of the website before building links

backlinks, but only because updating on its own does nothing until google recrawls the page. what worked this year is doing both in order, update the page, then push 20 or 30 support links from a verified list at it so its crawled that week instead of next month. updated pages i did that on moved in 2 weeks, the ones i just updated sat for 6. its not one or the other, its updating and then giving google a reason to come look

Same for me. Once you have traffic, making improvements in terms of content and user experience would do much better than constantly looking for backlinks. Backlinks definitely help, but what really matters is having satisfied visitors.
 
The quality and relevance of the link matters more for me than the quantity of the link. Secondly in article writing and blog's the starting hook matters more to get reader's attention...
