Try lowering the payment threshold to $2. I tried this method and it worked.

Sometimes I get hit by the same thing too; Facebook’s algorithm just keeps spinning like a top, constantly updating and making accounts run into all sorts of ridiculous new bugs.
 
Meta can adjust spending limits based on its automated risk checks. I’d check account quality and billing status first, then keep payments clean and scale gradually. If there’s no restriction shown, Support may be the only way to request a review.

check the quality of the check account, along with the payment history recently as sometimes Meta reduces the limit even if everything else was normal
 
the automated risk triggers on Meta sometimes drop limits on clean accounts out of nowhere. Just open a support ticket asking for a manual review, and keep a small low budget campaign running untouched in the background—the system usually restores the limit after a few successful billings cycle.

Meta may automatically reduce your limits even after completing the risk check and having a good payment record. You must review your Account Quality status and billing notifications before contacting support, as it takes time for the limits to return.
