How do you actually fix low CTR in PPC campaigns?

I’m running a few PPC campaigns and the problem I keep hitting is low CTR. Impressions are fine, but people just are not clicking.
I’ve tried changing ads and tweaking targeting, but nothing is really moving much.
What do you usually change first when CTR is low? Is it more about the creative, the angle, or the audience?
I’d begin by reviewing the audience and search intent, then try a more powerful ad angle and more obvious CTA; CTR tends to increase when the message more closely aligns with what people are looking for.

If CTR dropped recently, compare it with the older period to see what changed before making more edits.

the first thing i’d clarify is whether the ctr is actually low or just lower than before. if it recently dropped, i’d check the search terms and impression share before touching the ad copy. if it’s always been low, then testing headlines that match the search intent more closely makes sense.
