How are you separating "filtered" from "hasn't ranked yet" on those fresh inner pages? A brand new page has no baseline, so an anchor that looks suppressed there might just be a page that never held a position to lose.
The indexing point is the part I'd check first either way. Run the link list through an index checker on a schedule and the drop-off is usually uneven by source, which quietly changes what the velocity actually looks like before anchors come into it at all.
I've seen the fresh versus aged split you're describing, but never on a comparison clean enough to blame the anchor profile rather than the age of the page.
