Yes, If the ads are compliant then look at the business details and account setup, Also avoid making lots of changes right after setup.

Using a proxy could be an issue. Use a natural IP address and your own payment information to reduce the chances of your Facebook ad account being flagged.

check your card bin first. 90% of instant bans on first publish come from burned vcc bins or domain history imo. plz check bin

instant bans on separate acts after setup means something in your setup is still connecting back to previously flagged accounts.

Maybe check your website, payment method and ad content first. If the account gets banned instantly, something may be triggering the review. Also check Meta policy before trying more accounts.
