Is cloaking the only method for handling Facebook moderation and affiliate links, or are there better alternatives or techniques that experienced marketers are using?

Cloaking still works but its getting harder. 1+ years of cloaking for peptides. It's been a pain these last few weeks with the meta bans.

Even then you can still have issues. I've spoken to LegitScript brands who had issues (bans, ad takedowns, etc.) running peptide ads on Meta.

Change your creatives regularly. Cloaking is only one part of it.
 
You should have a clean, functional sales funnel before you cloak. Then you optimize, little by little, doing A/B testing all the way until you get it fine tuned.

As others said, cloaking is one component, though an important one
