Personally, I think that if money has already been spent on campaigns after the account was hacked, it might be very difficult to recover it

Try Meta support for the refund, and if they dont help then talk with your card provider about the charge.

Call your bank and freeze the card so they can't charge anything else. After that, open a ticket with Meta support under unauthorized ad spend. If Meta refuses to refund it in a few days, just do a chargeback through your bank
