sounds like a dirty proxy subnet or canvas leak tbh. if bms stay alive while profiles drop, meta is definitely flagging your browser setup. warm them up for 2-3 days before touching ads set camp
 
if the personal profile looks thin, newly created or has mismatched information compared to the BM it triggers review loops even when the ad account itself is clean.
