My Twitter account got hacked after nearly falling for one of those scams where a mutual of yours tells you that they reported your account for fraud, a while later I found out that they still got into my account and changed my email and passwords, just wanted to ask for the next step? One of my claims already got shoved to the side so I sent a second one

Standard automated support tickets will get rejected if the hacker already changed the linked email. Keep filing recovery requests specifically under I need to recover an compromised account and provide the original email creation receipt or old linked phone number
 
You need to report that your account has been compromised and log out of it on all devices.
 
If they already changed both the email and password, support is probably your only real option now. I’d also secure the original email account and change any reused passwords just in case they got access to anything else.
 
Don't open too many new tickets at once or their system will flag you as spam. stick to one ticket thread and send them old account screenshots, linked phone numbers, or invoice receipts if you ever had x premium
 
Change the password of your primary email immediately and enable two-factor authentication (2FA) to prevent scammers from breaking into your email a second time
 
That sounds like a common scam, keep your recovery claim open and contact X support through the official hacked account form, also secure your email and change passwords anywhere you reused them.
