They work quickly because they exploit loopholes but those loopholes can disappear with algorithm updates. Unnatural links and manipulative signals also increase penalty and ranking volatility risks. BH can work short term but it is much harder to build stable... long term traffic around it.

unnatural backlinks are probably the biggest weakness. you can get a boost but maintaining that profile without issues is another story.
 
i think volatility is the biggest issue. if the strategy depends heavily on manipulation you're always waiting for the next algorithm change.
