In my case I want to be SMM Provider, thanks for clarifying the right term for me. I'm interested in hosting a device farm and I have technical experience. Reselling another service is not interesting for me. So where do I start if I want to be a Provider? And where does new Provider sell his services?

How expensive are we talking here? To the tune of tens of thousands or something? Inc. electricity costs.
And do they just buy the devices off of eBay or Facebook marketplace?

Most SMM panels used to be resellers. Creating each and every service from scratch is a capital intensive task.

Many large panels today build their own systems because truly reputable private APIs are few and often not sold publicly. If you are just starting out, it is best to learn how to operate small infrastructure first, such as a stable proxy, a few basic device farms, and then gradually expand when you understand the model and risks.

Most SMM panels don’t actually run things like Android farms or iPhone farms themselves. In most cases, they operate as resellers connected to provider APIs. When a customer places an order, the panel automatically forwards it to a larger provider through an API, and the service gets delivered from there.
Launching your own SMM panel (device farms, automation systems, account networks, etc.) is possible, but it’s very expensive and usually done by large providers, not new panels.
So if you’re launching a panel, the main things to focus on are finding reliable API suppliers, choosing a stable panel script, setting up good hosting and payment systems, and making sure the service quality is consistent.

Most SMM panels just resell services from farms. Sometimes there are service providers between farms and panels. If you want to launch a farm, you need to start a marketing campaign to invite panels to sell services.

Its not only about providers, but about quality and price. Low price and high quality is hard to find. Because 90% + are scammers that offer 20-30% of what you pay for, some even less.. But building a farm is not just hard, it's very very expensive, because accounts have limits and you could pay more for creating the account (for sms for example) than you will earn from that account before hitting limits.
Not talking about account bans. There are people that nailed it and are honest, delivering high quality on low prices, but you won't see them in "TOP SMM PANELS" most likely.

In any case, I would definitely start off small and test initially becuz expenses related to devices nd restrictions in accounts could cut into my profits.

99% of the SMM panel using API'S and using the arbitrages on the prices . the mains and the big one are the core services - which built and ran on big computer farming , with real physical device , or with emulators. from what i know there is software for the bulk action but even simple python scripts can do the job for multi-tasking and managing. if you want to launch your own SMM , you should understand few things before the real cost - and the maintenance it is expensive business if you came without experience and capital i suggest you to start with something smaller .
If you mean an SMM panel for legitimate social-media marketing, focus on official platform APIs, authorized third-party integrations, billing, security, and automation. I’d avoid Android/iPhone farms or private APIs designed to generate fake likes, followers, or engagement—they can violate platform rules and create account/security risks.
when you are just starting out, start by using APIs nd services that are legit; device farms cost money really fast nd bans cost you even faster.
