I'm Looking for Someone Who Has Good and Proper Backlinks / PBN/ or whatever it is needed in Black HAT SEO

My Budget is not too High , So Please Don't Expect me to pay alot of money.

I'm Looking to Rank My Website in Particular Keyword in Particular Region ( Country - INDIA ) .

My Budget for 1 Domain is $100.

I have Multiple Domains Approx 441 Domains . But I will Start with 1 only , I have deal with 3 People Before - 1 Ripped , 1 Good and working with me but slow and non-responsive mostly , 3 rd guy did something which is completely useless. ( but did not ran after taking money ).

So I'm Left with 1 Guy whom i wanna work with but he has alot of orders to process so I Guess I'm Left with no one , So if someone who wants 1 client for long term then it seems I'm Exactly a Fit for you .
