We Are looking for Google ads or meta ads VCC Cards that offer cashback 2%-3% and top-up fee less than 5%.

Any suggestion?

Maybe PST.net. I would check it out if I were you.
Their pricing policy 100 cards minimum purchase to be eligible 3% cashback.

Any alternative, which allow 3% cashback for individual card?

I think you should check business-focused virtual card providers and compare their cashback and top-up fees, also verify that the card is supported for Google Ads or Meta billing.

3% is quite high cashback
Pst suggest 3% because all their cards are flagged by Google. Serious teams trying to avoid such services
Do you know any alternative?

You won't find high cashback, but free deposits are definitely available.

I used them previously on google and fb 1 account were suspended for billing, Did you used their card on google ads? How it is working? People says their card flagged at google ads.

You will not find the 3% cashback cards these are very high cashback rate to be honest . I will look instead for free deposit

If you're only using a few cards, PST is fine. But if you're spending a lot, I'd look for another service.

PST has high + hidden fees, limited cashback, and they often cancel customer cards without notice. I think it's probably because their bank/BIN gets banned.

You'd have to be crazy to recommend PST. Last time I used them, they raised the fee from 3% to 4% and said they'd add more cashback lol.

Spendge are worth looking at and compare the cashback and top-up fees based on your monthly spend before choosing.
