For media buyers working with smaller budgets, what is the best way to test campaigns without wasting too much money? What testing process has worked for you when starting a campaign with a limited amount of capital?
 
Test the creative, not the campaign. On small budgets you can’t afford to learn audience and offer and angle all at once, so I lock everything else and only change the hook.

Cheap way to do it is run the creatives as organic posts first. Costs nothing, and the ones that flop there will flop paid too.

When you do go paid, don’t kill things on day one data. Everyone does it, everyone kills the winner.
 
for me sometimes when i am tight on budget i do focus on small buying keywords with small dudget for a day and that is just for me to identify the keyword that will work well
 
with a small budget i'd narrow the number of things i'm trying to learn. one geo, one funnel and a small number of creatives/sources gives you a much better chance of getting usable data than spreading the same money across everything. small budget doesn't necessarily mean tiny spend everywhere. sometimes it means making fewer decisions at once.
